Germany unveiled its most sweeping Bundeswehr planning overhaul in decades on April 22, releasing the country's first standalone military strategy, a new capability profile, a personnel growth plan, and a revamped reserve strategy, all framed around a 20-year horizon and classified as living documents subject to ongoing revision.

New legislation enacted in January 2026 enshrines these milestones in law, with conscription embedded as a fallback if recruitment targets are missed.

UK Maritime Trade Operations (UKMTO) reported two separate maritime security incidents in the Strait of Hormuz region on April 22: a single Iranian Islamic Revolutionary Guard Corps (IRGC) gunboat opened fire without warning on a container ship approximately 15 nautical miles northeast of Oman, causing significant damage to the vessel's bridge; all crew were confirmed safe.

In a separate incident west of Iran, an outbound cargo ship came under fire and stopped in the water; no confirmed physical damage to that hull was reported, with the crew also accounted for. Since February 28, UKMTO has logged 35 total incidents in the Arabian Gulf, Strait of Hormuz, and Gulf of Oman corridor, including 22 classified as attack reports.

The incidents mark the latest escalation of Iranian harassment of commercial shipping in a chokepoint that serves as a critical route for global energy transport, following earlier attacks on Indian-flagged vessels earlier this month.

Navy Secretary John Phelan told reporters at Sea-Air-Space 2026 in Washington that the service will study the viability of using foreign partner shipyards to build American warships, citing persistent domestic labor capacity constraints. "Everything's on the table," he said, pointing to prior MRO (maintenance, repair, and operations) work with South Korean firms as a proof of concept.

South Korean shipbuilders HD Hyundai Heavy Industries and Hanwha Ocean have already won three MRO contracts from the U.S. Navy in 2026, primarily for 7th Fleet vessels. Phelan also announced a new contracting incentive structure tying delivery-ahead-of-schedule bonuses directly to shipyard workers, noting multi-ship contracts have already demonstrated an eight-to-eleven-month schedule advantage per hull.

The FY27 defense budget requests $65.8 billion for shipbuilding, covering 18 battle force ships and 16 auxiliary vessels as part of the Golden Fleet initiative. The Navy's current fleet sits at roughly 300 ships, with a stated long-term goal of 381.

Saildrone unveiled the Specter at Sea-Air-Space 2026, a 54-meter, 250-metric-ton unmanned surface vessel (USV) capable of up to 30 knots, designed for anti-submarine warfare (ASW) missions that demand extreme endurance and an ultra-quiet acoustic signature. In a first for the company, Saildrone is offering a wingless variant optimized for stealth and speed rather than ultra-long wind-powered endurance.

Lockheed Martin will serve as the mission integrator for autonomy capabilities on the Specter. The design has received approval in principle from the American Bureau of Shipping, indicating compliance with High Speed Naval Craft certification standards, and two years of design and testing have been completed.

Each vessel is entirely self-funded and priced at approximately $40 million. Construction is set to begin at Fincantieri's Wisconsin shipyards, which are capable of producing five Specter vessels per year. First sea trials are slated for early 2027.

Anduril announced a partnership with UK-based Kraken Technology Group to manufacture and sustain small unmanned surface vessels (USVs) domestically for the U.S. Navy. Anduril will integrate payloads and its Lattice autonomy software onto Kraken's mass-producible K5 KRAKEN and K7 SABRE platforms, both capable of carrying 1,000-pound-plus payloads.

Kraken will maintain its own parallel production lines while developing a new hull design variant to meet specific operator requirements. Anduril will handle U.S. manufacturing, sustainment, and support. The partnership positions Anduril to complement its larger autonomous surface vehicles with a small-boat capability tier.

The deal arrives as the Navy cancels its Modular Attack Surface Craft (MASC) program and opens a new medium USV marketplace, and as senior Navy officials project roughly 45 percent of the surface force could be unmanned by 2045.
